Dedicated committee to monitor CRZ violations
Now, registering your complaints against any coastal violation in the city will be an easy task. A committee set up for the purpose will keep a check on coastal rules violation. The environment department has decided to set up district coastal zone management authorities in all districts of the state headed by the collector and one for Mumbai city and suburbs led by the municipal commissioner to monitor violations in coastal areas.

A notification regarding this is likely to be issued. These committees will have representation from civil society, including NGOs working in environmental area like fishermen, among many others. The Maharashtra Coastal Zone Management Authority (MCZMA) will be heading these committees at the state level. The committees can compile complaints against coastal violations and report them to the MCZMA which will, then, take action against these constructions.

This may fetch transparency in monitoring coastal violations. RTI enquires about coastal rules violation has increased a lot since the Adarsh scam. MCZMA will also ask people to register any complaints against coastal violations on its website. The environment department has another six months to compile CRZ violations of the 1991 notification.

Meanwhile, environment minister Jairam Ramesh is expected to be in the city next week. Chief minister Prithviraj Chavan will discuss pending environmental clearances to infrastructure projects like the Mumbai Metro, the Worli-Haji Ali sea link besides coastal roads through reclamation.

CTS numbers now must on under-Construction sites

After getting rapped by the High Court (HC) over and over again over several issues of illegalities, Brihanmumbai Municipal Corporation (BMC) seems to be trying hard to get in BMC’s good books. BMC’s recent move may prove beneficial for both potential homebuyers and social activists fighting against illegal constructions.

From now on, the builders who do not display the City Survey (CTS) numbers at construction will be taken to task by the BMC. This CTS number helps activists file RTI application and get other queries answered that a citizen might need to know about an under-construction project.  BMC’s western suburbs-I deputy chief engineer (building proposals) RB Hardas passed an order to this effect in response to activist Utsal Karani’s appeal in an RTI query.

This rule is already in existence but most of the builders don’t follow the rules and the BMC has now taken upon itself to ensure the builders display the numbers at their construction sites.

Activists believe such a move, if implemented well, will make their job easy as the civic body refused to entertain RTI queries about any structures without the CTS number of the plot mentioned in it.
