The story is based in the Rain Wilds, a strangely fascinating place near the city of Bingtown. The dragons emerge from the cocoons they had first entered into as serpents, somewhere deep in the mysterious Rain Wilds. They have emerged ‘stunted and deformed, they cannot fly; some appear witless and bestial.’ They are to be moved to Kelsingra, the fabled ancient city they have always longed to go through.
