Silence zones

THE government and the High Court appear to hold different views on the control of noise pollution and on having silence zones. And what do people want? Most of them want noise - particularly during festivals. The government wants to side with the people - give them what they want. So it has laid down in the Noise Pollution (Regulation and Control) Amendment Rules 2017, that an area cannot be regarded as a silence zone until a specific announcement is made to that effect by the government. Just now, there are as many as 1537 silence zones in Mumbai. The HC does not like rules made on existing laws. It appears to be against these rules. Which guarantee a noise-free zone without taking any specific, proper measure.

The areas at present declared as silence zones are hospitals, temples, schools and colleges and courts. The contention of the Central and state government appears to be while silence is required in the city, anti-people rules should not be imposed. There is nothing wrong, for instance, if new rules are implemented while creating silence zones. An area need not be made permanently silent. The amendment to the existing law on noise pollution serves a good purpose.

Noise is a natural happening. People think silence is a funeral happening. They want noisy celebrations. There are many people who hold the view taht noise is life and silence is death.
