Since the last few weeks, the standing committee meetings at Brihanmumbai Municipal corporation (BMC) have seen a full attendance. The meetings have been hubs for a fast track movement where proposals have been passed rapidly. In many cases, officers gave no chance for the councilors to give a rebuttal. Projects worth hundreds of crores were passed within a blink of the eye. Everyone wants to get permissions sanctioned before the code of conduct was imposed.
Yesterday finally, the state election commission put its stamp on the BMC elections 2017. Since mid-December, BMC was in a dilemma about the date for the imposition of the Code of Conduct. Officers have been working around the clock. Once the proposals are passed, the authorities can get down to their work without any interruption from politicians.
Municipal Commissioner Ajoy Mehta had even issued a circular asking all his officials to toil till midnight to keep the paper work ready. They were asked to not leave before midnight on 15 and 16 December. The circular read, 'considering the priority and urgency, none of the officials or staff must leave the office until 12.00 midnight on both days and ensure that all the details demanded in proposals are compiled and mailed to the Commissioner's office. The department heads will have to confirm and ensure that the replies are received by the commissioner's office."
During the last few days, it was witnessed that many major proposals like beautification of Powai, Deonar security measures, Byculla zoo reconstruction, hiring a consultant for coastal road and new flyover which alone costs about Rs 110 crores from Shivaji Nagar Junction to Deonar dumping junction were passed.
The commissioner even evoked his special powers under the BMC Act and called in for a special standing committee meeting to get the proposals passed. Usually chaotic meetings were silent and councilors simply whined about not getting a chance. Many a times, meetings by various committee were conducted parallel to others in order to complete the formalities.
