Govt to name and shame children who forsake their parents

Cracking the whip on errant children who refuse to take care of their aged parents, the Social Justice and Special Assistance department has directed the Home department to prepare a list of such defaulting children and give wide publicity to these errant children.

Speaking to newspersons at Nagpur yesterday after announcing the implementation of the state governments Senior Citizens Policy 2013, Minister for Social Justice and Special Assistance, Rajkumar Badole, stated the eligible age limit criteria for senior citizens has been brought down from 65 years to 60 years.

In order to sensitise and create awareness amongst the younger generation about their responsibilities towards senior citizens, the School Education department will include chapter on senior citizens in Moral Values Education syllabus wherein children will be taught to show respect towards senior citizens, be sympathetic towards them and help senior citizens in need of care and help.

The policy guidelines and concessions to be given to the senior citizens will be implemented by Social Justice, Home, Housing, Urban Development, Health, Education, Rural Development and other concerned departments. The  Social Justice and Special Assistance department also issued a Government Resolution (GR) on July 9 laying down the details of the Senior Citizens policy and concessions to be given to the senior citizens.

As per the policy guidelines announced by Badole yesterday, the local police along with the help of social workers will draw up a list of senior citizens living all alone in their locality and will be expected to visit the homes of these senior citizens once in a month to inquire about their well being.

The core of the policy is to provide for financial security, health care and make them capable enough to handle stress and tensions. Each of the district headquarters will have dedicated helplines which will tackle harassment cases related to senior citizens and provide them with emergency help and security.

Each district administration will set up a emergency alert machinery using mobile alarm, Internet and GPS-enabled security mechanisms meant for senior citizens. Committees will be set up at state, district and at municipal corporation and council levels which will take care of subsistence needs of senior citizens.

Five per cent of hospital beds in government hospitals attached to medical colleges will be reserved for senior citizens. Private medical colleges run by trusts will give 50 per cent concessions in medical treatment to senior citizens.

Geriatric care to be included in public health care programmes. Social workers will be appointed to provide psychiatric care and counseling to senior citizens. Medical services will be provided to senior citizens on the lines of those provided to destitute people.

The benefits of concessions of Rajiv Gandhi Jeevandayee Yojana will now be extended to senior citizens. Separate department and reception desks will be set up exclusively meant for senior citizens at hospitals. Voluntary organisations are expected to set up centers for providing free dialysis, medical aid and ambulance services.

The Public Health department is expected to organise health related shows for senior citizens on Radio and Television. The Urban Development department is expected to direct all the civic bodies under its jurisdiction to extend concessions in municipal taxes to senior citizens on the lines of similar concessions in income tax, travel and other concessions given to senior citizens.

The housing department while approving plans for housing societies will ensure that the layout plans provide for multi-purpose centers, western style toilet blocks, anti-skidding flooring, toilet blocks with handlebars. Additional Floor Space Index (FSI) will be given for old age homes in residential and non-residential complexes.

Four plots of land in each district will be reserved for old age homes and will be kept reserved for old age homes. The Urban Development department will make it mandatory reservations for old age homes while approving new townships and big housing complexes. While allotting flats in housing societies, senior citizens will be given priority in allocation of ground floor flats.

Badole expressed the hope that the age, experience and knowledge of senior citizens will prove beneficial for skill development of future generations.
