BMC Commissioner to repair and reconstruct all Mumbai bridges

The government claims that the move to empower the BMC municipal commissioner will help end the endless delays caused while securing clearances from concerned authorities.

Taking note of the flak from the Bombay High Court following the March 15 Himalaya bridge collapse connecting the CSMT, the state government yesterday decided to invoke the special emergency powers under the Disaster Management Act to empower the Brihanmumbai Municipal Corporation (BMC) municipal commissioner to repair and reconstruct the dilapidated foot-over-bridges, rail-over-bridges and other bridges in the metropolis.

Chairing a meeting of BMC, railways, police and other officials, Chief Minister Devendra Fadnavis directed the Mumbai Traffic Police to develop a mobile application taking help of Google Maps, which will tell motorists of alternate routes in areas where vehicular traffic on bridges and roads is closed.

The meeting assumed significance with the arrival of the monsoon as some dilapidated bridges have been closed for traffic for repairs. Speaking to newspersons after attending the meeting called by the Chief Minister, Mumbai BJP president Ashish Shelar argued that the move to empower the BMC municipal commissioner will help end the endless delays caused while securing clearances from concerned authorities.

He directed the civic officials to ensure quality construction work of bridges, foot-over-bridges and rail over bridges which should not just last for 30 to 35 years, but should be long lasting. Fadnavis stated that the authorities should install signboards at vantage points giving information about bridges and roads that are under repairs and information about traffic diversions. In specific places near bridges that are under repairs and have market places nearby, parking facilities at nearby designated places be earmarked and if need be alternate free of cost BEST bus transport within the radius of 5 Kms be made available to those wanting to reach the market place.

There are about 344 bridges in Mumbai, out of which 314 are under BMC jurisdiction, 30 bridges are under the jurisdiction of MMRDA. Out of these 29 bridges have been closed following structural audit reports. Out of the total bridges 92 bridges have been declared as safe for use, while minor repairs will be carried out on 116 bridges. Major repairs are being carried out on 67 bridges. The railways is carrying out survey of 199 bridges that cross its suburban rail network in the city. In the last one year the Central Railway has reconstructed 68 bridges, while Western Railway has reconstructed 32 bridges on its suburban network.

The IIT and VJTI are conducting fresh survey of the Ghatkopar and Juhu Tara road bridges and the two bridges will be repaired used modern technology and thereafter will be opened for vehicular traffic. Shelar disclosed that experts at the VJTI have developed new technology of Concrete Overlap which will enable authorities to carry out repairs of bridges located on busy routes while allowing vehicular traffic in one lane, he added.
