37 suspended RTO officers reinstated

Thirty seven motor vehicle inspectors who were suspended in September last on charges of issuing fitness certificates without conducting tests of the vehicles were reinstated by the state home department on Thursday..

The GR issued by home department on Thursday, stated that the suspended employees have been told about the charges levelled against them and departmental inquiry was on and now they are being reinstated as per earlier notification dated 14 October 2011 of General Administration department and notification dated 20 April 2013 of the home department.

The decision to suspend officers was taken on 21 September 2018, by the Principal Secretary (Transport), Ashish Kumar Singh, in response to strictures passed by the Bombay High court, in a PIL (28/2013) filed by a Pune based activist Shrikant Karve, who had  alleged that officials at various RTOs across the state, had been granting fake fitness certificates, or registration certificates, to private as well as goods vehicles without subjecting the vehicles to mandatory fitness tests first. Some of the RTOs had no proper tracks to conduct the tests. Yet the transport officers were issuing fitness certificates, the petitioner had alleged.

In response to the petition a division bench of Justices A S Oka and V L Achaliya had asked the state government to make it clear what step it intends taking to prevent this. As such 37 officers were suspended in a post haste without even conducting an inquiry. The suspended RTO officers were working at Yavatmal, Kolhapur, Pune, Aurangabad, Panvel, and Thane.

The court had asked the government to examine the matter as per section 62 of the Central Motor Vehicles Rules 1989 and section 45(11)) of the Maharashtra Motor Vehicles Rules 1989.

Fitness certificates are issued to vehicles that are deemed fit to ply on roads without causing any sort of public hazard. This involves testing different parts of the vehicle, including the brakes. Commercial vehicles such as buses, trucks, tempos, taxis, and autorickshaws need to renew their fitness certificates every year whereas non-commercial vehicles such as cars and bikes need to do so every 15 years.

The reinstated officers include 28 motor vehicle inspectors and nine assistant inspectors. They are: MV Inspectors: Pune RTO- Yogita Attarde, Lalit Desale,Suresh Awad, Nagpur East-Harishkumar Pawar, Kishore Pawar,Nashik-Anis Bagwan, Sambhajirao Holmukhe, Sunil Mhetre, Samir Shirodkar, Thane-Sunil Kshirsagar, A V Gavhare, Vijaysingh Bhosale, Sandip Mhetre, Pen-Mayur Bhosekar,Latur-Samir Sayyed, Beed-Shankar Karale, Mumbai Central-Pradip Barate, Zakiuddin Biradar, Mumbai East-Ranganath Bandgar, Borivali-Ashwini Jadhav, Santosh Gangarde, Kalyan-Rajendra Keskar, Vasai-Sunil Rajamane,  Ahmednagar-Arvind Phulari, Jalgaon-Rajul Nalawade,Srirampur-Vijay Sawant, Ratnagiri-Ravindra Solanke, Ambejogai-Dattatraya Gadhave

The reinstated 9 Assistant MV inspectors-Pune: Rajkumar Mormare, Ravindra Rathod and Pradip Nanavare.Thane-Nitin Parkhe and Mrs. U J Desai, Mumbai East-Triveni Galinde, Mumbai West-Sawan Patil, Borivali-Jyotilal Shete and Nagpur East-Ramesh Patil.
