BMC lacks 147 mukadams as rampant illegal construction goes unchecked in the city

After the Ghatkopar building demolition wherein illegal constructions were found  to be the prime reason for 17 deaths and many injured, it is revealed that the Brihanmumbai Municipal Corporation (BMC) is yet to appoint 147 mukadams. Totally, the BMC appoints 227 mukadams, one in each ward. However, as of now the civic body has only 80 mukadams, a shortage of 65 per cent of class four labourers who inspect their respective areas and inform the engineers and ward officers about illegal constructions.

The recruitment of new mukadams has been stopped since years and the older mukadams have retired. As of now there are only three mukadams in each of the 24 administrative wards. “As per norms, there needs to be one mukadam per councilor's ward to keep a check on the illegal construction. These mukadams are  class four labourers who are promoted,” said a senior official from the city engineer's department.

The official on the condition of anonymity said, “As of now we have planned to hire technical assistants to replace mukadams. The recruitment process will begin in the next two months. These appointments are made by the director of technical education and as per recruitment rules, some seats are allocated for reservation.”

The Mukadams
In each ward, Mukadams are appointed to inspect and inform the junior engineer of the renovations of a particular building. Mukadam are the eyes and ears of the BMC. It is their duty to inform the junior engineer who in turn has to apprise the designated officer.

The designated officer makes the files and presents it before the Assistant Municipal Commissioner either for action or approval. If some illegal construction is going on in any area and has not been stopped by the BMC, it means that the BMC officials have turned a blind eye to it through the Mukadam.
